Background 

The State Board of Education (SBOE)-Approved Instructional Materials Entitlement () is an annual entitlement that can be applied to all instructional materials that have been placed on the approved list by the SBOE. The State-Developed Open Education Resource (OER) Entitlement () is an annual entitlement that can be applied to Bluebonnet Learning materials that have been placed on the approved list of instructional materials by the SBOE. These entitlements are in addition to the Instructional Materials and Technology Allotment (IMTA) that is appropriated for each biennium.

Both of these entitlements are calculated using student enrollment. Before the Texas Student Data System (TSDS) Public Education Information Management System (PEIMS) student enrollment data from the fall 2024 snapshot collection was available, a school district or an open-enrollment charter school was allotted funding for these entitlements based on 90% of the TSDS PEIMS student enrollment data from the fall snapshot collection of the 2023–24 school year.

Now that the TSDS PIEMS data collection is complete, the agency will adjust the entitlement funds for each eligible school system based on actual enrollment data for the current school year. 

Instructional Materials Entitlement Amount Updates

Updated amounts of the 2024–25 SBOE-Approved Instructional Materials Entitlement and State-Developed OER Entitlement for local school systems is now available on Local Educational Agencies (LEAs) web page and are expected to be populated in EMAT, the state’s online ordering system, in June 2025.

Per Student SBOE-Approved Instructional Materials Entitlement Amount:         $40.00
Per Student State-Developed OER Entitlement Amount:                                         $20.00

Initial amounts of these entitlement funds were provided in December 2024, utilizing 90% of the school system’s enrollment from the fall snapshot of the previous school year (19 Texas Administrative Code, §67.1003). The updated amounts of entitlement funds reflect the enrollment captured during the fall snapshot of the 2024-2025 school year. This means your school system now has an updated amount of funds (depending on fall snapshot enrollment this amount may be higher or lower) that can be applied towards the purchase of any materials previously approved by the SBOE in the instructional materials review and approval (IMRA) process. Please note that if your school system has reduced funds the will reach out to your district to notify you of this update. The 2025–26 SBOE-Approved Instructional Materials Entitlement and State-Developed OER Entitlement will be made available to school systems in September 2025. As initially provided this last school year, these upcoming entitlement funds will be provided utilizing 90% of a school system’s enrollment from the fall snapshot of the previous school year.
